Retrieval as a measured outcome (contract 1.7): searches, passages, tokens sent and held back, zero-result rate, latency, by agent, pack, index, mode or day; grounding beside it; retrieval evals; tokens saved priced at the price card.

Role: viewer and above (any person, AAL staff, machine key).

Acts: no. It only reads; nothing an AI agent calls through MCP approves, pays, or changes a limit.
