command_status

One handler command (pause, cap, pre-approval, approval, release) with its status history, by command id. Read only: commands are made by a person in the portal, never through MCP.

Role: viewer and above (any person, AAL staff, machine key).

Acts: no. It only reads; nothing an AI agent calls through MCP approves, pays, or changes a limit.
