How long deployments took to wake (contract 1.13): p50 and p95 over 30 days and the newest starts, by deployment and component.

Role: viewer and above (any person, AAL staff, machine key).

Acts: no. It only reads; nothing an AI agent calls through MCP approves, pays, or changes a limit.
