One knowledge base by its index id (contract 1.14): ingestion history, failures by class, staleness by source type, coverage by category, documents by evidence tier, agents using it, retrieval quality and evaluations, and its estimated saving.

**Role:** viewer and above (any person, AAL staff, machine key).

**Acts:** no. It only reads; nothing an AI agent calls through MCP approves, pays, or changes a limit.
